If you are not able to resolve the problem by speaking to the person, you can report it to Leeds City Council.

The removal of litter, dead animals, dog mess and paint spillages is undertaken by Leeds City Council. This can be reported on the Council’s website. Dead animals will be removed within 24 hours, however it may take up to 5 working days to clear dog mess.
